I'm guessing you are all on EU worlds. I've added this note to the Known Issues list, but this is what you are experiencing: We're currently experiencing an extremely high volume of users on EU worlds. We are working on increasing capacity as soon as possible. Players on EU worlds may experience connectivity issues for a short time. We will update you as soon as we've resolved the issue. If any of you are on NA worlds let me know!

Nope! Horn of Maguuma is the correct location! (Heart of Maguuma is a different place)

08/22/2023—Late Notes General You can now filter skins you have unlocked out of search results in the Trading Post. The unstable magical abilities Restorer and Propagator now grant barrier rather than healing. Propagator now applies protection instead of regeneration. Improved Equipment Warnings Equipment panel warnings have been significantly revamped to make it easier for players to determine whether their character's equipment is complete. Each equipment slot will display a red exclamation mark and a warning message in the tooltip when hovering over the slot under the following circumstances: A slot is missing equipment.
