This issue impacts me also. Game on SSD, I7 6700K, RTX 2070 Super, 2x8GB DDR4 3000MHz in dual channel. This does not appear to be related to max CPU usage as capping FPS to 60 does not prevent it. It may be server related as the issue is not always present but when it is network performance notifications often flash at the same time of the stutters.

Still stutters like crazy for the majority of your players. Every single player I have played with gets them, yet you don't even mention it in the known problems page.

Do you have the game installed on an HDD or SSD? If it is on a HDD, have you tried defragmenting your HDD?
If that does not help, can you provide your MSINFO files over a ticket?
