Yes, I have seen the occasional other report like this. You'll probably find reports of it in the Bug Reports forum; if so please add your details there, and attach an affected save game there too.
That screenshot shows the Windows Defender firewall, nothing to do with antivirus settings.
Local save game files are in Documents/Paradox Interactive/Stellaris/save games/ , so if you delete that they are gone, yes. Sorry that happened , if so!
Ah, that is usually an antivirus app getting in the way. What antivirus app do you use? You need to make sure all these apps are in its exceptions lists:
Stellaris.exe and dowser.exe (in the Steam Stellaris folder)
C:/users//AppData/Local/Programs/Paradox Interactive/launcher-v2.2022.14/paradox launcher.exe
C:/users//AppData/Local/Programs/Paradox Interactive/bootstrapper-v2.exe
IF that doesn't help, also set each of those .exe files (EXCEPT Stellaris.exe !) to run as the Windows Admin user.
Then the game should run from Steam/our launcher, and enable all the DLCs.
The Paradox launcher has two modes, standalone and Steam-compatible.
When launched standalone it works as you describe, and checks your Paradox account for ownership. However this game is no longer supported on that platform, and recent patches and DLCs do not appear there.
When launched via Steam, its function is to allow you to choose mods, DLCs, and change game settings before starting the game. Ownership data comes from Steam in that instance.
I'm afraid that buying DLCs from one store does not get them for free on other stores. Steam got none of the money you paid to Microsoft for those DLCs, so have no reason to give you access to them on their system. You'd need to get Microsoft to send your purchase money to Steam and I just don't think that's going to happen!
Pretty much every crash in every app is a Unhandled exception C0000005 so I'm afraid that information doesn't help us diagnose the cause of your problem .
Is this happening in a galaxy started since the latest patch? Or only under older ones?

After this crash, can you run the game up, load the save and carry on? Or does it crash at the same point?
Any firewall in your computer or router will need to allow all traffic from steam.exe , stellaris.exe and Paradox Launcher.exe through in both directions.
The issue won't be specific ports as Steam and Nakama use different ones.
In Game Settings in our launcher, choose Cross Store MP (all players will have to do this). That makes you use the Nakama MP service instead of Steam's.

and click on Access Earlier Versions. There's a code there for each game that has old pre-GDPR versions available, including this one. Redeem that code in the Steam betas tab.
- uninstall Paradox Launcher v2 from the Windows "Apps and features" utility, if still present.
Delete the following folders if still present:
- C:/users/{userName}/AppData/Local/Programs/Paradox Interactive/
- C:/users/{userName}/AppData/Local/Paradox Interactive/
- C:/users/{userName}/AppData/Roaming/Paradox Interactive/launcher-v2/
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.
- exit the Steam app entirely
- run steam.exe as the Windows Admin user
- run the game from the PLAY button in Steam

If this is repeatable from that attached save, an dthere are no mods involved, it's a pretty clear game bug. Please make a new thread in Bug Reports and atatch those files for QA to look into.
Then you could test the game on a Windows machine if you have access to one, to see if it's a Mac-specific error.
