Accounts haven't been wiped. You just don't have access to anything on it due to unlinking. You can relink your account again after 6 months pass.
No. The device accounts need to already exist on the same EA account. You can't unlink a PS5 account from one EA account and then link it with a different EA account and have them merge. In order to get everything back on your PS5 account, you'll need to relink it to the original account. However, there is a 6 month wait between linking the account again.
Your accounts need to be on the same EA account. For example, if you have an PlayStation and PC account on the same EA account, those will be merged. You can't move an Xbox gamertag from a different EA account to a the EA account with the accounts you want to merge together.
The documentation clearly states the accounts must be on the same EA account, as you mentioned. I'll pass on your feedback.
Unfortunately, you'll need to wait for 6 months to pass before linking accounts again in that case. These warnings are detailed in the article about linking/unlinking accounts. In the future, make sure you give it a good read before unlinking an account.

The ban is for 7 days so that's what you will see for the length of the ban. After those 7 days are up though, you should be able to play again.
You should be able to go to help.ea.com. Then choose Apex Legends. Next, choose "I want to dispute a ban or suspension". You may need to click the See more button and then "Manage my account" on the left side.
There is no one you can talk to about this. I'm now going to lock this thread as the correct answer has been given and there is nothing we can do over Answers HQ to help.

If ToS reviewed your account 3 times and declined to lift the ban, it will need to stay in place. This not an issue that can be resolved over the phone.

Without knowing what that email says, I can't really provide any details. Does the email only say Positive Play Charter and nothing else?
