The 180 day cooldown started when you used a major Defence reset, so if that time has elapsed, or when it does, you can request another 7 day wait for a major/ minor reset.
As you've already used a Defence major reset, you won't be able to request a Constitution & Prayer reset as the major resets weren't intended to stack when created as one reset per account.
You're probably joking, but just in case, that one's a deliberate mistake, part of Mod Abe's running joke for the planks in that area.

As long as the skill you want to reset is level 10 or below (15 for Constitution), yes.

Yeah understood that much but is there any form of verification for this, as in do you get a chat dialogue saying your reset is going to be level 9 , or reset to 1000xp. Or is this entirely up to hoping you remembered your 20 year old accounts creation date correctly
In terms of chat confirmation from Nastroth, not currently.
But yesterday I coded a post-release feature requested by Jackladder where you can choose the specific XP value to lower to when activating a minor reset. (He has a particular corner case of wanting to lower his Prayer to 4.5 XP.)
When that releases in a Monday game update or two, that'd provide you confirmation through showing the range of XP you can lower to, and then confirming the specific amount.
If you're not wanting to reset and just want to know what will happen, you could then decline or walk away before Nastroth punches the XP out of you.
May as well request a minor reset now due to the 7 day wait to activate a reset.
u/Jagex_Stu So i am obviously extremely cautious here but , i am a 9 HP main and my account was created before the trashhold of march 2004. This means my HP should reset to 9 if I where to accidentally level it to 10. Is there any form of guarantee in this. I am not looking forward to getting stuck with 10 hp accidentally and not being able to get 9 back.
It's entirely dependent on the creation date of your account.
if your account creation date is earlier than 8th March 2004, resetting your Constitution sets it to 1,000.0 XP, instead of the usual minimum of 1,154 XP. (Applies to both the major Constitution & Prayer reset and minor Constitution reset.)

Couldn’t @ you directly in the discord. I just wanted to thank you for all the work you put in and the exp restriction system coming to pass. I know it’s mostly for pures, but for me personally something I hate is becoming over leveled by grinding for drops in games or other stuff, it genuinely fills me with anxiety watching stats I don’t want going up to go up.
It’s a small thing but this really helps me personally on being able to grind without having to worry about over leveling past other content. Ty.

I just wanted to raise a small issue. My account was already ready for a reset before today (more than 7 days since I requested it from Nastroth). I changed my mind since then, but I don't see a way to cancel the request. I get the popup on every login that Nastroth is ready to reset my stats and to talk to him to cancel it, but I've gone through all his dialogue to no avail.

I loaded your account into a test environment to see what's up.
Looks like the option to clear your request is only available during that 7 day wait, but once you have waited it out, there's an option to clear your request, after you've chosen the type of reset you want.
Looks like you need to:
a] set a bank pin (was added as a security measure for resets, due to clearing the option to never be able to reset) using the bank pan icon near the bottom-right corner of your bank interface
b] Talk to Nastroth and choose the "Let's talk about skill resets" option
c] Choose either a Defence (major) or One skill of my choice (minor) reset (your skills are too high to qualify for the Constitution & Prayer (major) reset)
d] You'll then get the option to either continue with your reset or "No, I want to forget about this". Choose the latter option and you won't be bothered by your pending request any more. :)

Otherwise, yes.
Bear in mind that resets, major and minor, share a 180 day cooldown, though. Since major resets are going to be removed in about 180 days to prevent issues with them being repeatedly used, if you do a minor reset, you'll have to wait 180 days before your next reset, so you likely won't have time to do a major reset before they're removed.
If I gain experience in a blocked skill and have bonus XP in it will it use up the bonus xp?
When you block a skill, the procedure that gives XP aborts early before it gets to do anything. This includes giving XP and giving bonus XP.

I have this feature permanently disabled. Will it still remain disabled upon this update, or will I have to manually permanently disable it myself again?
Since there are new features and some folks who had asked Nastroth to remove the option to reset wanted to use them, I've removed that permanent disable feature so players can access Nastroth's revised services.
Note that resets now require a bank pin to request and activate a reset for increased security, in addition to all the previous safety checks, 7 day wait to activate a reset, etc.
Just to make sure:
- "Doesn't exceed level 10" means a skill can be reset so long as the level hasn't hit 11, right? Or is having 1155 xp (which is more than enough to hit level 10, but not enough to hit level 11) enough to prevent resets?
- Are resets available in free-to-play, or are they members only?
- If a player has already used a major reset before this update goes live, will resets be on cooldown when this update comes out, or will that player be able to use a minor reset immediately if they want to? Does the answer change depending on when they used their reset?
- Can a blocked skill be un-blocked?
- Can you get skilling pets from using a blocked skill?
It's intended to be one step away from the maximum XP you can have in a skill before ticking over to level 11 (or level 16 for Constitution).

I remember his rules in dialog and wiki both saying he can reset in either defence or hp/prayer. (Which is perfect for me). But after waiting 7 days, nastroth said, because I have defence xp I can't reset my HP.

Righto, I did a bit more investigation into your specific case.
On Monday, you won't be able to do a major Constitution & Prayer reset since you don't currently meet the requirements. ("Players looking to reset Constitution and Prayer must have level 5 or lower in Attack, Strength, Defence, Ranged, Magic and Summoning, while players looking to reset Defence must have a total level of 10 or more in Attack, Strength, Magic, and Ranged.")
You could do a minor reset of one of those combat skills that's higher than 5, but you'd have to wait 180 days between resets.
However, Nastroth's two major resets are being removed in about 6 months to avoid exploits from re-using them. Which means that you wouldn't get to do your major reset before they're removed.

If I was to make a mistake that leveled my hp would I be able to recover it back to 9?
The tricky part with 9 hp accounts is once you level your hp, we have no way of knowing that you previously had lower than the current minimum Constitution XP. The evidence has been erased, so to speak, by you now being 10 hp +.
From what I've been given to understand, 9 hp accounts were created in the transition from Classic to RS2 on 8th March 2004. That's the only point of reference we have is your account is now over-levelled.
So how I've handled it is that *if your account creation is earlier than 8th March 2004, resetting your Constitution sets it to 1,000.0 XP*, instead of the usual minimum of 1,154 XP. (Applies to both the major Constitution & Prayer reset and minor Constitution reset.)
Resetting Constitution consequently may create 9 hp accounts that weren't active for that transition, or if your account is newer than that and somehow got 9 hp through some other event, then you'd be reset to 10 hp.

Read more/u/Jagex_Stu I’m concerned about the magic req removal from Family Crest, and am partially opposed to its removal due to the existence of the dart.
If a relatively casual players begins this quest what indication will there be of needing the appropriate magic level or dart to complete the quest.
I fear there will be several players who begin it and are unable to complete it and will think it’s a bug.
I think an alternative approach would be to consider what content would skillers have access to after this quest and if it’s possible to decouple it.
I did the dev work for this two Christmases ago, and my memory isn't the best, but if I remember rightly the requirement will be expressed in the combat section of the quest overview, when describing the spells you need to be able to cast on Chronozon. Might've also been in the required items listing the needed runes and magic weapon.
