Just a heads up, I fixed the tooltip to read correctly for 12.14.
As for why it's not buffed; it's likely a good opportunity in the future. In this case, E and Q were prioritized as they were identified as larger potential "wins" for the character. More E+Q combos with higher effectiveness were identified to be more satisfying and compelling in the short term. I'm confident that if in the future Jarvan is slated for buffs W would be considered.
I'll note I 100% agree that the spell is pretty sad as it is and we could do more to make it more satisfying.
I do wish that there was more transparency about them. Some don't even get announced until they go to PBE, like the Sivir one, and even the others rarely were announced much in advance. It would be hype to know which champs are being worked on before we see them, just like is done for VGUs, new champs, and ASUs. I was really hoping this QGT would tell us which mid scope(s) were coming next but we don't know if anything else is coming right now.
Announcing midscopes is dangerous. It's important for the designer to have the freedom to cancel/delay when appropriate since midscopes need to be clear improvements over the original, so being constrained by a release date when early in development is likely to result in a higher % of "failed" mid scopes. For Sivir for example, it was announced pretty much as soon as I had the bones of something good enough to be "locked in". That wasn't the same time as when I began the project.
I'm a big fan of this type of work. Over time, players find the cracks in champion designs or the game changes such that they don't apply as well. Giving a second pass (What would we do differently if we did it over?) is a great opportunity to breathe life back into stale characters.

Well Reddit, it turns out Sivir changes were not actually a nerf despite the cuts in ratios and her short range was not gonna be an issue despite multiple people thinking Sivir can't even get an autoattack during fights because of her short range... which never made any sense since crit builds had comparable winrate and pickrate to lethality builds, AND Kraken was her best crit mythic, you know, the mythic literally based around autoing enemies. I guess it's not a surprise considering a lot of people here don't even play Sivir but will swear with all their might to know what she needs.
EDIT: also wtf she is at 53% winrate with 12% PR all ranks and it's still increasing, and 22% PR with 53%WR plat+ and also still increasing. She is broken af
To be fair to the community (those who hadn’t played it), the changes did read a little nerf-heavy considering how I had to hit base stats and cooldowns to make the changes happen. Sucks to overshoot but happy with the landing.

i havent check any other skins or default i just had this one equipped when in game
- Video / Screenshot: Didnt try to screenshot because i was in a ranked game and wasnt recording- Steps to reproduce: Tried to reproduce but i couldnt reproduce the bug spent 10 mins autoing minions
- Expected result: The animation shouldnt freeze
- Observed result: The animation freezes when auto attacking so it just looks like im stood still firing blades.
- Reproduction rate: Random went in to try and reproduce and i couldnt get the issue to reproduce . Will try again later.

• Steps to reproduce:
Launch a game after selecting Sivir as your champion. Get a bunch of Attack Speed, use Q.
• Expected result: Cast time gets reduced (to 0) the more Bonus Attack Speed you have
• Observed result: Cast time doesn't seem to be reduced even with 3.44 AS (lethal tempo, 4 hexdrakes, full AS items)
I was able to observe the cast time being reduced (I tried at level 1 vs level 18 with high attack speed and they were different speeds clearly.)
If Sivir lands too strong or too weak after the update, what parts of her kit do you think you will target for buffs or nerfs ? If you already have an idea, of course.
Depends pretty hard on what is under/overperforming based off expectations.
For example, if her lane was weaker than we want (so weak that she can't get out of lane and access her mid/late power) then we would give that a bump in the form of base stats or something similar. Inversely, if she was just stomping in early/mid, we would hit early Q rank-up or something like that. I'm not prescribing a "break glass in case of imbalanced" list ahead of time and will instead react directly to live trends.
are you aware Bel'Veth has a 60+ % ban rate, you haven't fixed that and you're releasing a new champion?
Bel'veth is not my personal responsibility but I'm sure others are aware and are assessing solutions
Infinite bounces with the new ricochet mechanics would probably crash the game anyways, even before we start talking balance

SLOW START No longer gives Sivir and her allies an initial movement speed burst
So am i reading this right, sivir ult now gives her a 8/10/12s buff where the entire effect is to reduce her cooldowns by a little when she attacks? Please tell me that's not all it does.
On live, Sivir R has double movement speed right on cast, that decays down to 20/25/30% over the duration. On 12.13, it will be 20/25/30% the entire time with no initial boost.

From your experience from playing her with the changes, do you think this "skill check" aspect gates her too much? That is to say, is she now more trouble than she's worth?
Because I like the idea of Sivir having this skill check aspect that you call it but I worry that if it's too opressive that it's gating her more than it should when you compare it to the other ADC's in the roster that seem to have much of a less harsh "skill check" to them.
Our experience is that it's similar to Kai'Sa in positioning difficulty at higher reward when backlining
Have you tested her wave clear at w being 60-40 mana? I feel like even with the change she is still more mama hungry than jinx for pushing waves (since you said you want her PoM/ER gated link Jinx Lucian)
We did and it was pretty messed up, BUT that was before the base stat pass, so it's totally possible we can go back on it a bit.
I'm mostly concerned about mana. Sivir depended a lot on E to get mana to get through lane (or build tear). Seems now that she gets less mana while not having any mana recovering tools, and tear is bad since it doesn't give you either AS or crit for Q.
Im guessing her final builds will probably always start with ER and either go for full AD (BT IE Navori etc) for the Q's to simulate the old Lethality build (which would end up being way more expensive) or for ER with Kraken, PD, IR and another AS item + Lethal Tempo to maximize W
Mana costs are WIP, we are very aware of the community's mana concerns. We have to balance between "give her normal mana costs" and "don't let her wave clear over and over for no cost".
