Hello CMDR, this is normally a case of a rounding issue of the numbers! You're closer to 100% here than 99%, so the display is showing you 100% but you've not actually hit the xp threshold yet to hit the next rank. You'll get it shortly.

Sorry to hear you are having login issues, to try and resolve this error, please go to 'options' in the top right of the launcher and select 'log out machine', then restart the launcher and log back in with your usual credentials and you should now have access.
Doing this will terminate any expired authentication session the launcher may be retaining.

As others have said, there was some issues on Epic/AWS side which meant this error appeared where it should not have. No worries, you do still own the game, and should be able to access it again now!
