This sounds like what is said when we announce a "Closed Testing" DevBlog. We're trying something out and it might or might not work. Stuff tested like that is often in a concept phase and being evaluated to see if further development is warranted. The lack of followup would argue that it was not persued further.
As I said, I haven't heard anything about it.

A reduction of 4 Commander Skill points is not insignificant. Further, Manual Control no longer disables the other side's secondaries.
Also worth remembering that a flat buff was added to German Battleships which allows them more accuracy then they had previously when using the new 7 skill points worth in talents.
Previously, Secondary Skills took 11 points to provide:
-10% Reload
+20% Range
-60% Dispersion (when Manually Targeting. Note: Disabled other side's secondaries)

-10% Reload
-10% Dispersion
+20% Range
ramping bonus up to -50% Dispersion over time (when Manually Targeting. Note: No longer disables non-targeted side's secondaries).
