You cannot earn Festive Reward Tokens if you are using a ship which no longer has an active Snowflake on it. It might be that you are re-using ships?
I'm not sure if you are limited to an amount of Festive Reward Tokens which corresponds to how many snowflakes are remaining? Please make sure you use your Festive Reward Tokens as they have no value other than removing a Snowflake off a ship.

Our old system used a "Mounting" mechanic. It would pull an item out of Inventory and put it on the ship until it was either Used or Demounted.
Our new system just references the Inventory. If you have 100 Tier 1 Credit Bonuses, you could set 300 ships to use that Bonus in battle. In Practice, you would be able to play 100 battles before your 100 Bonuses would be used up. At that time, you would be notified that a Bonus you wanted to use is not available.

first, after run ModStation, please check task manager that it has the process
second, if it is, close ModStation (or end the task) and remove the "C:\ProgramData\Wargaming.net\World of Warships ModStation\WorldOfWarships.ModStation.config" file. Then run ModStation again.
It should work.
