Just a small correction Avanya : not "any game". I like cities builder games and i play Banished and Dawn of man (and CS before that useless launcher) and they don't send telemetry like Paradox does. You could copy the Loading Screen Mod to the local mod folder and just use the -noWorkshop launch option. If it's the only local mod you have installed, you won't need the -disableMods launch option. Just keep in mind you'd have to either remove the local mod or unsubscribe the workshop version when you take -noWorkshop off again. And if you stick with having it locally installed, you'd need to manually update it.

Local mods go here: C:\Users\"YOURUSER"\AppData\Local\Colossal Order\Cities_Skylines\Addons\Mods

It has a launcher, which sends telemetry like any game does. The launcher and the game encourages you to make a Paradox account, which lets you put in a bunch of personal data (like age, gender - usual forum profile stuff), which is why all that is mentioned in the EULA. But making an account is optional, and even if you do make one, you really don't need to put in all that info if you don't want to.

I'm right there with you. I fell in love with the vanilla game, but mods has kept me around for all 5 years - and for as many hours as I have played. :P

It's also important to keep in mind that things aren't going to be way more optimized just because it's added to the game itself. A mod like TMPE which affects performance because it makes the AI smarter isn't gonna work differently if it was added to the game. The game as a whole would just slow down.

Move It most definitely will never be added to the game. We can do SO many things with that mod, which breaks things, that it just can't be added. Everything in the game has to be safe for any player to use, otherwise support is going to get flooded with bug reports from players who moved something and now it doesn't work. While I adore ... Are you using any mods? I know the mod Transport Line Rendering Fix is broken and causes lines to become invisible (doing the opposite of what it used to :P).

I'm not entirely sure what your problem is, so bare with me if I'm gonna list some stuff you already know. :)

First the icon has changed. Since metro can go above ground it now looks like tracks not so different from the train tracks. When selected you won't switch in to the usual underground view either, since the tracks are on ground level by default. To get underground press page down until the view changes, so you can see the underground stations.

Since the tracks can go above ground now, they will also snap to roads above ground. So sometimes you will need to move around a bit to make sure they are still underground and aren't trying to connect to a road on ground level.

I tried replicating the problem today with just 81 tiles with no luck. So if 81 tiles plays a role, it's probably something that happens when also using another mod. If you can list your mods or upload your output/player log, then that would really help narrow it down some.

Are you using 81 tiles perhaps? I saw a post yesterday from someone who suggested 81 tiles is doing this, but I haven't had a chance to test it myself yet.

How many assets can I install on [xx]GB RAM?
It depends on the size of the assets. The game runs on the Unity engine, which loads all assets directly into the RAM on game load. so a 60MB train station uses 60MB RAM. A 10KB prop only uses 10KB, and so you can subscribe to a lot more before reaching the limit.

The average rule of thumb for the base game is:
4GB: 0-10 assets
8GB: 100-400 assets
12GB: 400-800 assets
16GB: 800-1200 assets
24GB: 1200-2000 assets
32GB: 2000-2800 assets
64GB: 2800-6000 assets

Sounds like Steam being annoying. Logging out of Steam, shutting it completely down and then restarting and logging in usually fixes it.
