UPDATE 16:08: The update has been deployed and Tranquility is back online.

There will be an additional server restart today at 16:00 UTC as we redeploy the previously scheduled update which has been fixed and tested to correct the issue with stargates. Additional in-game notifications will be provided closer to the deployment time so that players have time to conclude current activities and get safe.
UPDATE 11:48: Today’s deployment has been reverted and Tranquility is back online and accepting connections. We will identify and correct the issue with the update before redeploying it in the future. We apologize for the interruption to service.
UPDATE 11:28: We will be bringing Tranquility down momentary to revert today’s update and further investigate the cause.
Upon logging in after downtime today players are unable to interact with stargates. We recommend getting your ships out of harms way, dock up if possible and standby for updates while we work on resolving the issue.

This is very good feedback - me and my team completely agree and have been discussing ways to improve this visibility.

The penalty has not been decreased, it always has been a 1.86x multiplier to missile explosion radius in Magnetars, that tooltip was just wrong and was updated to the correct value that has always been there since 2009.
We will also be updating the Pirate Insurgencies Agency window to take you to the Insurgencies map, similar to the Factional Warfare map.
You can see where the FOB is spawning and what systems are part of the insurgency on the Insurgency Dashboard. Found under the Neocom → Activities → Insurgencies
This is not because of a bug, there currently are no insurgency dungeons spawning because the campaign is still in the FORECASTING phase.
Once the Campaign goes active, then dungeons will start spawning, which can be viewed by any character on that agency page regardless of their enlistment status
