Personal Items always drop with 0 Forging Potential. Sorry, can’t pull those personal affixes onto a unique.
The fixed seeded items in the One-Shot Caches you find throughout the campaign are Personal Items. These are kinda like “light” uniques as they have specific stats and a set of affixes that you can’t find elsewhere but are not actually classified as unique items. It is possible for a unique item to drop from one of these Caches but they aren’t guaranteed.
Quick note: We changed out the image of the Personal Item as the previous one had a bug where part of its name was not displaying correctly.
Personal items will not have affixes which grant one classes skills to another, though there may be more examples of affixes normally available to one class, available to all on a Personal Item. One-shot Caches are only found during the campaign, as such Personal items are generally intended for leveling. So do keep in mind you won’t be seeing high level or endgame variants of Personal Items at the current time.

Today we’re going to be looking at another new encounter mechanic we’re adding to Last Epoch in just three days! As mentioned in the Rune Prisons blog post, we wanted to improve the moment- to-moment feeling within the Campaign, as well as within Echoes. To bolster this, we’re adding two types of caches to the game: One-shot Caches, which can be found during the Campaign, and Lost Caches, which can be found within the Monolith of Fate.

Controller support is continuing to be improved. Many of us, including myself, play mostly with gamepad already and with our future desires to eventually come to console it remains important to keep progressing on. Tooltips, crafting panel, swapping through panels more quickly, etc are all being worked on. By 1.0 I suspect this will be in a “good” state whereas right now it’s just decently playable

Confirmed Exalted Experimental Affixes can be sealed using a Rune of Research.
Items can have a max of 1 Experimental Affix.
I’m not aware of anything that restricts a Rune of Research from sealing an exalted experimental Affix (I can’t double check that today), so that would be correct - for now.
Normal crafting rules are still applied - You cannot craft T6 or T7, those are drop only tiers by their nature.

Normal crafting rules still apply. You need to be able to upgrade an affix to use a Glyph of Insight on it, so a Glyph of Insight could only be used with a maximum of a T4 affix. However what experimental affix might result and at what tier … /shrug
Sealed affixes are not used for Legendary crafting, only affixes. So if you seal an Exalted Experimental affix, it would not be able to be chosen for the Legendary outcome.
