The graph isn't super clear, but you see how every line has a narrow end and a bulbous end? The narrow end is either "breadth/depth on the last patch" or "breadth/depth on average over the last [n] patches." It isn't clear from Meddler's post which of those it was, but it doesn't really matter. The bulbous end is "breadth/depth on 10.15." Note how all but two of the champion lines went up, and to the right? That indicates an increase in both breadth and depth.
The Kindred line says that prior to 10.15, Kindred was a below-median champion in terms of play rate by either metric. They saw approximately 55% of the median play rate of a champion (breadth), and the people who played Kindred would play them about 90% as often as any other champion (depth). Keep in mind, that's relative to other champions. The graph is not claiming that Kindred players pick her in 90% of their games, or that she's in 55% of games.
