so the "adds 5 passive skills" and 10% increased damage on small passives, those are implicits on the jewel, with the 1 added passive skill is Self-Fulfilling Prophecy, that's an explicit? so you could add augment and then regal the medium cluster jewel to add two more mods?
That's all correct, except for the fact that the small node bonus and number of small nodes is an Enchantment, not an implicit, so you can't reroll it or corrupt it away. This means the small node type and node count isn't craftable, but every other aspect of the jewel is.
Does the jewel's small node bonus ("increased damage while affected by a herald" here) affect what notables can appear on it?
I think all examples shown so far had minors and notables share a common theme, but that might be just manually made this way for the sake of good teasers.
Yes. Some notables fit multiple different categories, but every notable is restricted to a certain set of small node types.

So that is only way you can get delirium in maps, it will not be in every map like previous league content was?
Delirium encounters do exist in maps without Orbs of Delirium.
I had a few questions regarding the new skill "Blade Blast", if you can't answer these questions with confidence yet, due to things being subject to change I understand, but I was curious about some interactions.
Are overlapping Explosions from Blade Blast able to shotgun?
Is there a limit to how many blades can be detonated with a single Blade Blast?
Is there a limit to the number of blades that can be summoned at any given time?
Does the damage of Blade Blast depend on the damage of the "blade skill" used to generate the blades?
Can a player detonate blades generated by another player?

They cost skill points to allocate them but not refund points to remove them.

If you have any of gloves, main hand item or off hand item, then you do not have "no Equipped Gloves, Main Hand Item, or Off Hand Item" and thus do not meet the requirement.
For a real-world example, if you see this sign, you don't get to carry a sword onto the property and say "it's fine because I have no firearms". "No x or y" means not having "x or y".
Does having a glove equipped but disabled (such as due to not meeting socketed gem requirements) count as having gloves equipped for the purposes of being unencumbered?
Disabled items are not equipped.
I think I'm derping. If it means none of the three equipped, shouldn't it say "AND" then?
ie. "You are unemcumbered while you have no Gloves, mainhand, and offhand equipped". This wording makes waaaay more sense to me.
"or" is the grammatically correct word here. "no x or y" means you do not have "x or y" - having either an x or a y means you don't meet the condition of "no x or y".
Conversely, if you have x but not y, then you do not have "x and y", so a "no x and y" condition would be met despite having one of the two (because you don't have both).
"And" would mean it's only referring to all of them, which is incorrect because the "no" mean's it's talking about what you can't have - you can't have any of them ("or"), rather than can't have all of them ("and").

No and No. Added passives are never within radius of anything (and thus nothing is ever within radius of an added passive).
