Please do a full **clean** re-install:

- move any valued save games elsewhere, and user empire designs.txt from /Documents/Paradox Interactive/Stellaris/ if you have made any custom empires or races.
- "uninstall" in Steam-Stellaris
- manually delete both the Steam/SteamApps/common/Stellaris AND Documents/Paradox Interactive/Stellaris folders
- re-install game in Steam, run a Steam Verify when done.
- add stellaris.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.
- start the game with no mods active and test

In particular you need to make sure there are no files or folders left under either the Steam Stellaris or Documents Stellaris locations, before installing again.

Are there any mods involved, even cosmetic ones?

Aside from that it's hard to see what could cause this.

If you start a new test Ironman galaxy does this happen there too?

Right click on stellaris4.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.
Then in the launcher Game Settings menu, select fullScreen display mode, Vsync off, cap refresh rate to refresh rate 60.

If that doesn't help:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/Stellaris/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/Stellaris/logs/ folder, attach here system.log , exceptions.log

I can't duplicate this, I just get the normal game music.

If you turn the sound off in the game can you still hear it? If so it's coming from outside the game; unload Discord, Spotify, Youtube or anything like that before starting the game.

That is a shame, that would be a really useful diagnostic step - to tell if the issue is indeed confined to this computer, your account, or what.

Please try the following:

- unsubscribe from all mods in BOTH the Steam Workshop and the Paradox mod site mods.paradoxplaza.com
- delete the folder Documents/Paradox Interactive/Stellaris/mod/
- delete the file Documents/Paradox Interactive/Stellaris/mods_registry.json (if present)
- delete the file Documents/Paradox Interactive/Stellaris/launcher-v2.sqlite (if present)
- run the game up and check the launcher is okay with no mod or other errors
- subscribe to a few mods

- run the game up and see if those mods are now available to you.

I hope that does it for you!

I mean that, if you have access to any other computer than this one you are seeing the problem on, install the game on it via Steam and see if it gets the same issue.

Running Stellaris.exe as admin causes its own problems, so don't do that any more.

This is literally any mod whatsoever? Even if it is just, say, extra music?

Have they all been updated by their authors to work with 3.8.x ?

Does this happen if you do a test install on another machine?

That error is indeed most likely missing or broken DLLs, commonly visual C++.

In the Windows Control Panel uninstall VC++ 20010 AND 2015/17/19/22. There may be several instances of each.

THEN Install ALL these Microsoft modules:

Download Microsoft Visual C++ 2010 Servi...

Ah, I have heard that before! The ports must clash or something like that I guess.

Another way around it would be for you and your opponents to opt into the "cross store MP" version in our launcher-game settings area, which uses a different MP server.

Has this ever worked for you? Or never?

Are you all on the Steam edition, or you or the others have non-Steam editions?

How do you know this is a DLL issue please? When you run stellaris.exe directly from File Explorer, does it mention DLLs?

Has the game ever worked on this machine?

Please attach here your Documents/Paradox Interactive/Stellaris/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/Stellaris/logs/ folder, attach here system.log , error.log , exceptions.log

Not impossible, I suppose - how that interacts with GFN who knows!

Given that we've seen no other such reports for over 2 years, it is odd to see this back again for you.

Can you contact GFN on this?

That error .log looks like there were still mods in use! Are you sure there were no files or folders left under either the Steam Stellaris or Documents Stellaris locations, before installing again?

And you disabled ALL Mods in the launcher before starting this galaxy?

Your Intel(R) Iris(R) Xe Graphics is above the minimum requirement, but below the recommended ones, as it has almost no VRam of its own (it borrows it from the system memory).

This can only be a Steam issue, but I don't think I've ever seen it before!

Please try a **clean** reinstall of Steam and game:

- Remove the game from Steam (uninstall)
- Manually delete all these files and folders, if still there:

~/Library/Application Support/Steam/SteamApps/common/Cities Skylines/
~/Library/Application Support/Steam/userdata//255710/
~/Library/Application Support/Steam/SteamApps/workshop/content/255710/
~/Library/Application Support/Colossal Order/Cities Skylines/
(first move the /saves/ folder elsewhere to keep your save games)

- do a clean Steam reinstall
support.steampowered.com

You haven't updated the video driver, yours is from 2021. Please do that!

THEN Right click on stellris.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.
Then in the launcher Game Settings menu, select fullScreen display mode, Vsync off, cap refresh rate to refresh rate 60.

Does that help?

We can't help with modded games here - is that save modded or unmodded?

And did you attach it because it shows the problem whereas others do not? Or you get this in every galaxy you play?
