I'm afraid that the new launcher version no longer runs on obsolete Windows versions.

If you can update to Windows 10 or 11 that is the best way forward, given that Steam will no longer run on them either next year.

When you subscribe to mods in the Paradox Mods site, and then run the game from Galaxy, our launcher ought to download the mod files and place them in that /mod/ folder; which it will also create if not there.

If you are manually installing mods, for some reason, then yes you'd also have to manually make that folder.

Please try this:

- uninstall Paradox Launcher v2 from the Windows "Apps and features" utility, if still present.

Delete the following folders if still present:

- C:/users/{userName}/AppData/Local/Programs/Paradox Interactive/
- C:/users/{userName}/AppData/Local/Paradox Interactive/
- C:/users/{userName}/AppData/Roaming/Paradox Interactive/launcher-v2/
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.

- exit the Steam app entirely
- run steam.exe as the Windows Admin user

- run the game from the PLAY button in Steam

IF that doesn't help, in this folder are some .log files:
C:/users/{userName}/AppData/Local/Paradox Interactive/launcher-v2/
Please attach them here.
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.

I see a bunch of potential problems in this machine, but I think the main issue is the integrated AMD video system, which is well below the game's minimum requirements:
Graphics: Nvidia® GeForce™ GTX 460 or AMD® ATI Radeon™ HD 5870 (1GB VRAM), or AMD® Radeon™ RX Vega 11 or Intel® HD Graphics 4600

You could check with HP support for un updated driver for it, or AMD:
http://support.amd.com/en-us/download
If that doesn't help or there isn't one, please seek a refund from the store you bought from.

That tag would be in the Steam system online, I'd think, not on the downloaded file as such. There's be no point in it being on your machine, as the problem has already occurred by then!

If you have any joystick or game controller plugged in, unplug that before starting the game.

If that doesn't help:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/Stellaris/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/Stellaris/logs/ folder, attach here system.log , error.log .

Steam Verify only checks files that Steam put there. Files that the launcher or game have written out cannot be checked by Steam, as it does not know they exist and doesn't know what they should be like anyway.

So yes, a clean reinstall is far more thorough than a verify.

- move any valued save games elsewhere, and user empire designs.txt from /Documents/Paradox Interactive/Stellaris/ if you have made any custom empires or races.
- "uninstall" in Steam-Stellaris
- manually delete both the Steam/SteamApps/common/Stellaris AND Documents/Paradox Interactive/Stellaris folders
- re-install game in Steam, run a Steam Verify when done.
- add stellaris.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.
- start the game with no mods active and test

No need to bump; I saw your post, I just didn't have anything useful to offer you. If as you say this is an issue with Steam or the launcher, or both, I couldn't come up with any way forward. We can't lodge this as a game bug as you are on an unsupported distro.

Why this game only (so far as I know) sometimes downloads the Windows version of the game is beyond me. I'd refer you to Steam support (since it is they who make that detection) but IMO the odds of them being very helpful are pretty low! But you could try I guess; they may at least be able to say "aha, your game lacks this tag in our download servers" or something like that.

Launcher 2023.14 has a bug where it crashes on Linux. That is fixed in later versions, but the update process can also fail - tricky! Can you see what launcher version you are on?

FYI running the game under Proton or any emulation layer is not strictly speaking supported. You also get this issue when running Stellaris as a purely native Linux executable?

Unfortunately we didn't get any details of the OP's hardware or software, so we can't tell if there is any commonality - say video system, or Linux distro.

You are on the latest AMD proprietary video driver, and the latest Mesa version?


Please attach here your Documents/Paradox Interactive/Stellaris/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/Stellaris/logs/ folder, attach here system.log , error.log .

Also in Steam please click on Steam-Help-System Info, and paste everything there into a text file and attach that here.

Right-click on stellaris.exe, properties, compatibility. Tick "disable fullscreen optimizations" untick every other box in that dialog, Apply, and exit.
Then in the launcher Game Settings menu, select the fullScreen display mode, Vsync off, refresh rate 60.

THEN test with a new unmodded galaxy.

I had a similar report last week, whether here or in a ZenDesk ticket I don't recall. Like you, I don't know how Steam decides what OS you have.

What distro do you use? The previous case was on one I hadn't come across before.

2023.15 have been confirmed to fix the launcher startup issue we had in Linux under 2023.14. Why you get such problems with it I do not know!

The launcher also seems to have problems creating a log file, because I don't have one in .local/share/Paradox Interactive/launcher-v2/logs.
Hmmmm, they should definitely be there:
  • $XDG_DATA_HOME/Paradox Interactive/launcher-v2/logs/ (if $XDG_DATA_HOME is set)
  • ~/.local/share/Paradox Interactive/launcher-v2/logs/ (if $XDG_DATA_HOME is not set)
Maybe a file system access issue?
