This is not a bug. You get 8 slots if you have Temtem Plus and 4 slots if you don't. I'm assuming you are playing on a secondary account (family shared) so that's why you don't have Temtem Plus.

Example - can you still get a hotfix or two at max releases, or will that be adjusted?
The quality won't drop. It'll be easier to access rewards like the ones we currently have.
When I sell the item will it still sell for half of the value I bought it and then I can buy a new cheaper version of the same item with the difference?
I’d say so. If you sell before 1.0 it will sell for the current price adjustment.
