I don't know if this is intended or not 
But I've passed it on to our team as feedback either way.
We had a report of a warhound using a rope once, and the team said that was intended. I guess they've continued to evolve.

I'm sorry to hear your question hasn't been answered before, though, I'm not sure this is something I can give an answer for.
Are you asking this as to report it as a bug, where you have seen it working for others and it's just not working for you? Or are you asking why has it been designed this way?
If it's a design question, the support staff on the forums here have no input in the development of the game and aren't going to be able to answer something like this I'm afraid.

Yes - they do drop with the 'Overflowing' talent.
