Right click on ck3.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.
Then in the launcher Game Settings menu, select fullScreen display mode, Vsync off, cap refresh rate at 60.

If those don't help:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/CK3/pdx_settings.txt .
From your Documents/Paradox Interactive/CK3/logs/ folder, attach here system.log , error.log , exceptions.log

You got no response yet because:

1/ you reported a (probable) game bug in the tech support forum, and
2/ I was on leave

Assuming there are no mods in use, please make a new thread in Bug Reports, and attach the problem save there for QA to look into. Thanks!

I have seen other cases but a clean reinstall fixed them.

You definitely made sure there are no files or folders left under either the Steam CK3 or Documents CK3 locations, before installing again?

I am sorry then, I can't think of anything to suggest other than a clean reinstall of Windows.

Good luck!

Any mods in use?

Is this in an existing campaign only, or also in any new one you might start as a test?

Any mods in use?

Is this just in one particular campaign, some or all?

Has it ever worked or has always been like this for you?

Is it crashing on load, starting a new campaign, or during play?

Any mods in use?

Please expand your Windows paging file maximum size to 32gb

Optional: Increasing the paging file size on Windows computers

On computers that have 8 GB of RAM, the suggested paging file size is 16 GB. www.ibm.com

None, I'm sorry! I'm not a Windows support tech. I'm not even sure that is significant ... you could try making a new Windows user on that machine, log into it with that, and see if you get the same problem.

if this is an unmodded galaxy, this is very likely a game bug - possibly a Mac-only one.

In that case please make a new thread in Bug Reports here, and attach the affected save game file for QA to look into.

Sorry for that problem!

Do you still get exactly that bad DLL message liek before? Because what we just did ought to have fixed that for sure; in particular that exact file would need to have been deleted from BOTH folders, before running dxsetup.exe

If somehow you do get that same error, I'm afraid you'll very likely need to do at least a Windows reset, or clean wipe and reinstall, to fix up DX9 - MS do not provide any utility for fixing it.

Again we see no mention of this game in that dxdiag, nor any LiveKernelEvents . A couple of crashes in the Xbox app though:

What I'd suggest is a full clean reinstall of the game:

- move any valued save games elsewhere; they are under
C:\Users\{UserName}\AppData\Roaming\Surviving Mars\{large number}\
- "uninstall" in Steam-Surviving Mars
- unsubscribe from ALL mods in the Steam Workshop for this game
- manually delete both the Steam/SteamApps/common/Surviving Mars AND C:\Users\{Username}\AppData\Roaming\Surviving Mars\ folders
- re-install game in Steam, run a Steam Verify when done.
- add MarsSteam.exe to the exceptions list/whitelist of your antivirus app
- start the game with no mods active and test

In particular you need to make sure there are no files or folders left under either the Steam SM or AppData SM locations, before installing again.
