Unfortunately it's not possible to link a new Xbox account to your EA account if you've linked a different EA account previously. An EA account can only even be linked with one of a specific type of acount in its lifetime.
All I can recommend is that you keep trying different problem categories. There are a good few that give me the option to start a chat (Which I find is the easiest way to get support for issues like this), so you should find one before too long.

If you play on Steam but redeemed the coins via the EA app, then they should just show up once you launch the game via the EA app. I appreciate that it's inconvenient, but it should work without any issues.
Apes Legends doesn't currently support cross progression, so any progress made on one platform doesn't carry over to the other. The devs have said that they're working on it, but unfortunately I don't have an ETA on that.
Apex Legends has always had issues when you unlink and then relink your account. If you unlink your Xbox again and link it back to the original EA account is was attached to, there's a good chance that you'll get both your progress back, and that the game will fix itself (Although it's not 100% guaranteed).
