This is not arbitrary text that's entered specifically for the item. The advanced mod descriptions just look at what the minimum and maximum rolls would say and use that as the text.

We decided against alphabetical since it could only work for English and result in a meaningless order for any other language, and because that would be harder to manage when we added new supports in future and had to rearrange the list. So instead we chose the order of their being added to the game (and I went on a fun dive into the far past to determine which was the first support effect added). This way future supports can be added to the end of the table without disrupting any existing ones, and it's a neat trivia thing that GMP (then "Multiple Shots") was the first support in PoE.

Penance Brand's activation makes each energised enemy spread energy to a non-energised enemy. The range is can spread is goes up with gem levels (the +9), but the total range it can spread from any given enemy is scaled down based on how far that enemy is away from the actual Brand.

The Earthshatter spikes shattering is part of the attack which created them. It is exerted by the warcries which exerted that attack.

In your first example what actually happens is Intimidating Cry sets off the spikes, but assuming you wander away from them to use the warcry then come back to ground slam them for some reason, Earthshatter was not exerted - the warcry can't retroactively exert to an attack you already performed. Ground slam is exerted.

Reaching the cap does not cause the explosion. It causes future activations of the brand(s) to do damage pulses instead of adding more. The explosion only occurs when the brand is removed from the branded enemy.

The explosion removes all energy. If one of the brands is removed, it explodes 20 energy. The other can then continue to add more with it's activations if it stays on that enemy.

I'm trying to build up penance brand to reach 20 energy on a single target (no mobs around) to get a juicy ignite, but I am coming to a serious energy cap wall (requiring greater than 300% increased cast speed) in order to reach 20 on a single brand.

Energy is totalled on the enemy, and all of it is removed by the explosion. The first one to expire would explode all the energy on that enemy, then if the second one expires before activating again it would not cause an exposion since there is no more energy.

It's not for nothing. They'll sacrifice rage, meaning you'll have 4 seconds of 50% more damage with exerted attacks. Just because that warcry didn't exert any attacks doesn't mean you can't benefit from the bonus. You might have other warcries that were used more than 4 seconds ago but still have attacks left to exert. You might have ongoing effects (such as an earthquake aftershock) of attacks that were exerted by a different warcry. You might have Mirage Warriors from General's Cry, who use your attacks and have their attacks count as exerted. You might have just used a different warcry before which set up to exert your next attacks but gained rage, and thus didn't give the bonus.

That maximum is on the per-power calculation, which provides the base value of the buff. Buff effect then applies to the value which was put in the buff.
