I'm sorry about this issue with Anno 1800.

From the screenshots you have sent, it seems that you are missing 5 Jam out of 13950.

This might be caused by the position of some residences, that might be barely into the coverage area for the market, considering that you are missing 0.04% of the resource (Jam)

It could also have been a temporary delay in the resource delivery.

As previously mentioned by @Asterix201252, I believe your game is working as intended.

There are less decorations available in Enbesa, compared to the other regions in the game.

If you still believe you are missing some decorations, you can post a screenshot so we can have a look at it, to verify if all available content is there.
