Sorry to hear your team was not able to progress. Could you answer the following questions?

Were any of the players in the raid using the Negotiator's Dilemma gear set when the issue occurred?
Have any of you in your team noticed if the RPG enemies got stuck at their spawn points, or simply didn't spawn at all? (pulse skill may be able to force NPCs out of spawn closets)
