This is something new as I've been playing regularly for over a year and never had this happen. Best way to recreate would be to fight Hyenas in the street when they use RC cars. That's what the sound you hear is.

Sorry to hear you have issues with the LMB and shooting.

Could you please try verifying the game files?

Also create a backup of your configuration file and then deleting it? You can find it in: Documents\My Games\Tom Clancy's The Division 2\

Once deleted, the game will create a new one when it launches. This will reset all your settings, you can restore the backup if you wish.
