If you receive this update from the game via a popup when you log in, it means that cheaters have been present in several games and therefore your rank is uncertain.
I can appreciate it can be frustrating to have your rank reset if you have received a higher rank than normal.

Just to re-iterate as well:
If you have bought the Deluxe Edition the operators are unlocked via bundle packs, not via a Year Pass. You can only share content on Xbox One if you have the Year Pass.
For example:
Scenario A:
Account 1: Owns Year 1 and Year 2 Passes. Operators are shared to Account 2 on the same console.
Scenario B
Account 1: Owns the Deluxe Edition of the game. Operators are not shared to Account 2 on the same console.
