The issue is that you have bought it on Steam, but linked it to the wrong account.

So you need to login to the account that you originally linked it to.

This particular error message only appears if you are trying to launch the game from an account that does not own it.

You need to make sure you are logged into the correct Uplay account for it to run.

Did you purchase the credits on the same region store as the game you own? If you have not, the credits won't be added to your game due to the regional difference. You would need to contact Sony to enquire about a refund if this is the case.
