Joined KSC in Season 9 and ended up on their Hurricane team as the CV player. Played Season 10 as the same and the team transferred to KSC toward the end of the season. I stayed with TNG until the season ended, then followed the team to KSC. Played 2 or 3 other seasons with KSC before leaving for [WG] after getting hired.
I played this current Clan Battle season with the second Div for KSC. We floated around Hurricane 20-110 for the last few weeks. Didn't play all the matches, but my record this season was: 123 W, 67 L
They do have a different playstyle than that of BB/CA/DD and not everyone learns those different ways of playing. Because of that some folks won't use them in Naval Battles because they are trying to play their best options for gaining Stars to help their clan.
I can't think of a dedicated submarine guide to point you to, but if you or your clanmates need information on how-to-CV you can use my old compendium:
You may need to contact Customer Support and provide a Replay or video of the issue happening in game.
You should ask the bot dev, Trackpad, to make a stats tracking website/tool that does that :) Or ask the devs of any of the existing sites to ask how he does it.
The point is the number is out there for those with the knowledge to grasp it. Reworked API is still some time away, so I can't say definitively at the moment if it will include true BXP for easy access, but it's certainly a possibility.
The above is a pretty solid breakdown. Buying a Tier 8 Premium and a Tier 9 Premium directly for Doubloons is around 30k Dubs. Buying all the bundles with a 20% discount is around 34k Dubs, and you get a lot of additional stuff like 2 commanders with unique voiceovers.
Some folks will get both ships for less than that value as random distribution can have them drop early. IF i recall correctly, you can get the 20% discount if you purchase 65 bundles or more at once.
The "Track" bot present in the official Discord will pull your true base XP as part of its stat commands. I recommend checking it out and adding it to your own Discord, it's quite useful.

It can be frustrating trying to work out a problem with a time-delay, but Customer Support is going to be the place to go to get stuff like this sorted. You could also contact HP as they're the laptop manufacturer and probably have a phone number you can call for tech support.
@Gaishu_Isshokuknows of a way that you can get Base XP without the Premium Time adjustment. I don't recall it off-hand, but the ping should grab his attention at some point.

We have 4 English CMs in the NA region, 1 from Brazil, are hiring for LATAM, and the other regions have even more. Previously, English NA was 2 CMs and a Senior CM.
We are actively hiring for a new studio. Actively hiring is something done for a long-term investment, which we see in World of Warships.
Marketing campaigns like the one this thread is about are further expenditures of money and effort because of faith in the longevity of the product.
What about these things isn't directly telling that we see the value that exists and expect it to continue for a long time?
Releasing data requires approval processes, so I don't have anything hard in that sense. DevBlogs tend to be sources of data for larger topics and they take a while to be created (which is why it doesn't happen very often).
Was there something in particular you were curious about? General answers about common topics are more easy to provide.
Advertising is endless for any product. I would be willing to bet most everyone in the state of Georgia is familiar with Coca-Cola, but there are still constant ads and billboards and sales and whatnot. It's just the nature of staying available and at the forefront as a product.
The natural response to the advertising push is to assume there's an issue. On the other hand, being aggressive with marketing budgets is an indication of a good product that's worth the investment. We see World of Warships as living a long life~
