There are restrictions which allow for a maximum number of Destroyers/Submarines, however the restriction is tied to an amount of waiting in Queue.
If someone has been waiting in queue long enough then the restrictions are softened and you can see abnormal matches. This is not uncommon during off-hours.
You're absolutely right. I actually thought this was a great suggestion for "how do I play this well".

I don't have an answer for this. We still have a bug report task open and I don't have more information.
The way that I determined the Operations Rewards "Selected vs Random" was by totaling up Base XP earned by all players on a five star victory. In general, Random provided some 8k or so while Selected provided less. I escalated that information which resulted in our looking into it and issuing a correction.
If the other Operations are providing roughly the same amount of Base XP for similar range of ship experience, then it could be that the lack of plane damage is factored already and the rewards are already reaching expected output levels.
