It's hard to see how a lower refresh rate could possibly make the games stutter more. Did you try the same thing with the other affected games? What actual fps are you getting in the games when my suggested settings are in use?

Then, make a new Windows user on this machine and log into that. Disable everything you can in the Windows Startup settings and reboot. Is it any better?

If not, install and run the free utility Speccy. Send its output to a text file and attach that here please.

From those files, you haven't made the settings changes I posted above:
refreshRate=280
fullScreen=no
borderless=yes

vsync=yes



Edit that settings.txt to say:

refreshRate=60
fullScreen=yes
borderless=no

vsync=no
Then in the launcher Game Settings menu, select fullScreen display mode.

Make a new Windows user on this machine and log into it with that. Does the problem still happen there?

IIf so this is probably a Windows or hardware fault I'm afraid.

Please do a full **clean** re-install:

- move any valued save games elsewhere
- "uninstall" in Steam-EU4
- manually delete both the Steam/SteamApps/common/Europa Universalis IV AND Documents/Paradox Interactive/Europa Universalis IV folders
- re-install game in Steam, run a Steam Verify when done.
- add EU4.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.
- start the game with no mods active and test

In particular make sure there are no files or folders left under either the Steam EU4 or Documents EU4 locations, before installing again.


IF that doesn't help, Right click on eu4.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.

Edit that settings.txt to say:

Test with a new unmodded campaign.

If this was really caused by a mod, a clean reinstall will get it back to how it was before:

- move any valued save games elsewhere
- "uninstall" in Steam-EU4
- manually delete both the Steam/SteamApps/common/Europa Universalis IV AND Documents/Paradox Interactive/Europa Universalis IV folders
- re-install game in Steam, run a Steam Verify when done.
- add EU4.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.
- start the game with no mods active and test

In particular make sure there are no files or folders left under either the Steam EU4 or Documents EU4 locations, before installing again.

The same launcher runs HOI4, Stellaris, and CK3 - do you get the same problem there?

Ah, yes, Epic.

What we've found to work for most is the following:



Clearing the Epic Games launcher cache

Press Windows Key + R and type in "%localappdata%" to open a File Explorer Window

Look for the Epic Games Launcher folder and delete it

Restart your computer, start the Epic Games launcher and try the game again



Reinstalling the launcher

1. Uninstall the paradox launcher via Add/Remove programs (not EPIC)

2. Restarting your computer

3. Reopen the game so that is forces the latest version of the launcher to install

4. Scroll down the dlc list to the left you should see your installed dlc at the bottom with checkmarks next to them

That happens in fullScreen on my iMac too, always has. Go to borderless fullScreen!

I tested your safe, too. Even on a high end system i had like 20s/day ticks.
Could be worth a Bug Report.

Without auto sieging i had around 5d/s.

The same thing applies; if you are using a different Mac user that would explain it.

Run the game up and make a new LOCAL save file. Does it appear in the same folder the above .eu4 file is in?

Have you reinstalled Windows or changed your Windows user? If so you'd need to place that file in the Documents/Paradox Interactive/Europa Universalis IV/save games/ folder of the user you are logged into Windows as.

If you have a VPN, enable that before starting the game. That will bypass any firewalls in your router or ISP.
