As someone who's pretty new to this community, is there any idea when patches are released?
We typically release a content patch about a week after posting a Patch Preview thread.
The Patch Preview thread for our next update can be found here.
At release Last Epoch will have support for both locally stored offline-only characters, and server-side online-only characters. The two types will be strictly segregated. It's not something we've committed to, but something we're interested in providing at some point is the means to duplicate an online character for offline play. That's likely going to be a post-release thing (if it happens at all).
Yes; it is possible to buy the game and install the game without using Steam in any way.
So I'm wondering, will it dynamically generate appendages based on the minions absorbed?
Like if it's able to use the melee attack and soul reave ability, will it look different than one that absorbed an Archer/stomp attack?

The error is not uncommon - and it's also not the only Steam error message we've had quoted at us with the expectation that we would recognize it and either be able to implement a solution remotely or at least know how to troubleshoot it.
While the above example isn't completely applicable due to the lack of an...

While we're excited to bring Last Epoch to additional platforms post-release, we don't presently have anything to announce.
IMO, removing Mark for Death is a great move. That skill is way too ubiquitous, with no downsides besides taking a skill slot. And it's not even exciting to use.
By the way, if I Sacrifice a minion under Doom Brand, both explosions will trigger, right?
Right. :)
