Step by Step, the more detail the better: Was in a group doing an expedition and failed on the last boss. leader hit the retry and once we opened the loot box i crashed and yes i saw my last (3rd) legendary armor drop and bam game completely crashed. Tried to log back in an my char was naked. Once back in game with in 10 sec i would get Server communication error. i can log into other chars but not the one that is naked.

There is no need to report anything if the wipe occurred before the patch was installed.
Any Balance changes of note in this patch?
Specifically I'm hoping for information on all those "underperforming" builds that just need a whole lot of gear underperforming even more now that the drop rates of gear have dropped to hell as a band-aid fix to exploits.
WT15 supposedly gives 425% Legendary drop chance, but content creators are documenting what I'm also experiencing; that outside of "guaranteed" drop chances, world drop/random chances are now abysmal.
(I'm sorry, u/thearcan. I know some people put you on Blast for sharing the Balance team's nerfs while the programmers started working on the inventory issue. I know it's kinda like "You're damned if ya do and you're damned if you don't".)
We haven't touched any balancing since the previous official notice last week.
I'm also compiling a big thread on balancing decisions, but that will be shared down the line when it won't distract from the current issue at hand.
So what about the Shadow Buffs and Nerfs u did Server Side a few days ago. PCF u think we didnt notice that the Monsters do more dmg and u rescale some skills / Cooldown?! without giving any Statement to us! We noticed Your Shadow Buffs/ Nerf´s so we want a Statemant about it! why u did this and what u did!!!!
We have done no shadow buffs or nerfs. Could you point me in the direction where such changes were conclusively proven?

The reports were super helpful in helping us compile a pattern of what was happening, but we are able to see everyone who was affected via our database analytics so we don't need to manually work through all those.

Thanks for the report - just to check, as the the patch was released at 15:15 UTC.
Did you install the patch, get into the game and encounter this issue all within those 15 minutes (as you reported this happening at 15:30 UTC)
Or did the issue occur a short while before the patch was released?
Any info on the free legendary for the server problems ?
We're focusing first on restoration of inventories and will look at this afterwards to ensure that the restorations go smoothly.
Do you have an eta when the inventory and char will be restored?
The ETA depends on a chain of events from now, which is why its not possible to provide it today.
First we want to ensure that the patch is working as intended - If that's all good, we then import the final analytics data that is required for the restoration - given the size of the database, this can take some time. Then we'll ensure that our tests with that data are also successful and are restoring everything we've intended to.
With those things in place, we will be able to provide the ETA on the restoration - we are of course working to an ASAP timeline as we want you to get back in there without delay.
We'll have news about next steps early next week if all goes well.

How can I check this without making a guess?
A rough guess is fine - Its mainly to determine whether the character has been played lots and lots and lots or if it's a new character.

IMPORTANT:
Does this affect both World Tier and Challenge Tier? I've only seen people complain about CT so far.
It's present in both world tiers and challenge tiers. It may be the case that you are more likely to go down in challenge tiers with higher gear level.
