I'm sorry that you are experiencing issues with the ping being too high.

There is a possibility to manually change the data center you are currently connected to.

Thank you for kindly reaching out. low CPU usage is considered a positive thing when running games as it means that it is not bottlenecking your performance. As your GPU is also not at 100% it is also not a bottleneck so yes this is good.

You explained that you bought the game on 2 consoles, can I check if you additionally bought the game on Steam as this would be required to run the game from Steam. If so I would then recommend to launch Ubisoft Connect https://ubi.li/Q5YVj with admin rights https://ubi.li/9Puyw and then it should link when you launch the game from Steam.
