All of the other games download the update and instantly install when Siege is basically a fresh 30 minute install every time.

Not that I'm aware of. This is a known issue on PS4 and is something that happens with some non-Ubi titles as well. If I remember correctly, BO4 had this issue as well.

The ADS change is actually a move to revert it back to how the timing was before Ember Rise. During the Ember Rise operation there was an animation overhaul which accidentally caused the ADS times to speed up, so this is a fix. We do understand that this is a big change, and are actively listening to feedback from players on the TTS, such as with the machine pistol sidearms!
