This is odd. How do we replicate this issue? Do we subscribe to the "Everything Unlocked" mod then after a restart, we unsubscribe from it? If you can be detailed as possible, it'd help us a lot.

Also, there could be mods left in your appdata\local\readyornot folder or inside the game's readyornot/ folder (if manually installed). Try looking in there
