Please try the following:

- unsubscribe from all mods
- delete the folder Documents/paradox/stellaris/mod/
- delete the file Documents/paradox/stellaris/mods_registry.json
- delete the file Documents/paradox/stellaris/launcher-v2.sqlite
- subscribe to a few mods
- run the game up and see if those mods are now available to you.

Does the launcher now show 2020.11 or .12 , or something else?

That dxdiag does not even mention this game, which is very unusual. Exit the Steam app entirely then run stellaris.exe manually from Windows Explorer. How far does it get, do you see any error now?

There are a bunch of concerning errors at the end of that dxdiag which I haven't seen before, but nothing of significance that mentions this game.

You may as well update that nVidia driver:
Download Drivers | NVIDIA
Your symptoms sound exactly like the issue we get on some nVidia setups, but in fullScreen only, not windowed or borderless.

Try this: right click on stellaris.exe , properties, compatibility. Untick everything in there if ticked, then tick "disable fullScreen optimisations". Apply and exit. Then in ... Read more

From those logs the launcher is on at least 2020.11 possibly 2020.12, is that right? If so that should be okay and not causing an issue with the game.


For the game issue, In the game launcher please set Display mode to Borderless.

Add stellaris.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.

Also if you have FRAPS or the MSI Gaming App or Rivatuner installed, disable it as it clashes with this game.

If that doesn't help:
DXDIAG is a program you run from a command prompt or the Windows start menu 'run' dialog box (or 'search programs' in Windows 7 or later). After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

If the game has never run on this machine I doubt reinstalling will help, but to answer your question:

- move any valued save games elsewhere, and user_empire_designs.txt from /Documents/Paradox Interactive/Stellaris/ if you have made any custom empires or races.
- "uninstall" in Steam-Stellaris
- manually delete both the Steam/SteamApps/common/Stellaris AND Documents/Paradox/Stellaris folders
- re-install game in Steam, run a Steam Verify when done.
- add stellaris.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.
- start the game with no mods active and test

In particular you need to make sure there are no files or folders left under either the Steam Stellaris or Documents Stellaris locations, before installing again.

Please report the temperatures of your CPU and video (GPU)
1/ before starting the game up and
2/ in the main game menu
3/ after say 10 minutes' play.
If your PC's vendor has given you no way of reading temperatures, install
SPEEDFAN http://www.almico.com/sfdownload.php

No obvious cause of this problem in there, but you should update that nVidia driver:

It seems to me this is either a bug that everyone is having, a change in gameplay, or a corrupted install. As I don't hardly have time to play this game any more all I can help with is the last possibility, so Please do a full **clean** re-install:

I see. Aside from the raw fps number do you get any gameplay problem at 60fps? Because that seems pretty decent in its own right ... !

You could try changing settings.txt to say refreshRate=60 . That aside I can see no cause of this problem in those files.

Particularly odd that this does not affect similar games.

A weird one - what if you log OUT of the game launcher, or just run stellaris.exe by itself without launcher or Steam. Same issue?
