Just to confirm, did you die in any of the Bounty Missions? If so, then this would be the reason it has not unlocked, as you need to kill the boss and clear the area without dying.

Have you tried putting the console into the DMZ on your router? This should put it past any Port forwarding and rule out that as an issue.

Does this only happen on one character? Do you have any alts, and does the same thing occur there?

Does it always occur at the same time or can it happen at random?

The first thing we'd advise is clearing the consoles cache and re-building the consoles database via the steps in the guide here.

Just to confirm, this has still been occurring for you? There can sometimes be a hold over or extension of the maintenance that could cause connection issues to keep occurring.
