Please try this:

- uninstall Paradox Launcher v2 from the Windows "Apps and features" utility, if still present.

Delete the following folders if still present:

- C:/users/{userName}/AppData/Local/Programs/Paradox Interactive/
- C:/users/{userName}/AppData/Local/Paradox Interactive/
- C:/users/{userName}/AppData/Roaming/Paradox Interactive/launcher-v2/
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.

- exit the Steam app entirely
- run steam.exe as the Windows Admin user

- run the game from the PLAY button in Steam


IF that doesn't help, in this folder are some .log files:
C:/users/{userName}/AppData/Local/Paradox Interactive/launcher-v2/
Please attach them here.

This sounds like a Steam issue. Are you getting any error or something?

Have you put steam.exe , stellaris.exe and paradox launcher.exe in your firewall exceptions list?

Right click on eu4.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.
Then in the launcher Game Settings menu, select fullScreen display mode.

Then edit the file Documents/paradox/eu4/settings.txt to say:

Vsync=off, refreshRate=60.


Is that any better?

I don't think so, as their family sharing feature requires to borrower to NOT own the base game, whereas the subscription requires base game ownership.

In the game launcher please set Display mode to Borderless. THEN go here:

Not really, no. It would probably take a development-level tools to see that, if you have access to such things.

I assume you lodged a ZenDesk ticket, as these threads are never closed by us like that.

If so, they auto-close if we've replied to you, but you have not responded for two weeks. You can re-open it as a new ticket linked to the old one.

THEN unload GeForce Experience before starting the game.


If those don't help:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/CK3/pdx_settings.txt .
From your Documents/Paradox Interactive/CK3/logs/ folder, attach here system.log , error.log

The launcher puts up a DLC tab only when it detects there are some. Clearly it is not, in some way, here.

Can you make a second Window suser on this machine and try it there?

That process is the only one I know of to address this, and it's been pretty successful.

If you tried it and it didn't help, I'm not sure what is wrong here.

Can you test this on a different machine? And/or this machine using a different Windows user?

Please attach here your Documents/Paradox Interactive/EU4/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/EU4/logs/ folder, attach here system.log , error.log .

Also in Steam please click on Steam-Help-System Info, and paste everything there into a text file and attach that here.

Is this all on Speed 5 ? because it is very different to the others; does speed 4 work any better in this respect?

You did unload GeForce Experience before starting the game, yes?

Run msconfig in the Windows Search box. Go into boot-advanced. If Number of Processors is ticked there, untick it and apply and reboot.

And finally, undo any over-clocking you might have enabled.


If those don't help, I don't really have anything else to look at I'm afraid! Can you test an affected save game on any other machine you might have available to you?

I see we are in borderless mode with vsync on. Please implement my suggestions up in post #5, thanks.
