I recommend the Beginner's Guide to mods as well. Even if you aren't a complete beginner, it's a really good guide.

And some mod collections to go along with it. Make sure to read descriptions and pick the mods you want! Don't just subscribe to all in a collection - that's a recipe for a broken game. :)

Are the default mods showing up? Or is it showing 0/0 mods? Are there anything listed under Steam Workshop in the Content Manager? Or is that empty as well?

Can you link to the specific asset you're using? It might be a problem with it (or rather the LOD which is displayed when you zoom out), or it might be another asset messing with things.

Yeah, you definitely don't need both those mods. :)

But they probably aren't the reason for the game crashing. The most common reason is running out of memory. If you haven't specified a size for your pagefile, that would be the place to start, as the game just runs more stable with a set size. I recommend setting it to 32 GB.

The file you've linked to isn't set to public.

From the sound of it, you have a lot of assets which aren't working. They might be missing some mod that's required for them to work, or they may simply be broken and should be removed. The Loading Screen Mod can generate a list of broken assets with links to what they need to work (or if there's nothing, they should just be removed).

Reading your OP again, I just realised that you mention your tracks have also been lowered. This is known to happen with 81 tiles as you buy more city tiles. The only way to deal with that is buy all remaining tiles and then redo your metro network at the correct height.

There's a mod which translates some of the game, but it's made by other players and hasn't been updated in a couple of years, so it likely doesn't cover all the DLCs or newer content.

Steam sadly disables the workshop in Offline Mode. This wasn't always the case, but some years back a Steam update changed this, and despite reports from players and attempts from Paradox and CO to get this fixed, it's still the same.

If you have the option to set up a hotspot with a smartphone and connect to it, then that's the most practical solution. Make sure to disable all auto updates for your games, then connect and launch Steam in Online mode. Disable your connection and start the game. It will give you a warning that it can't connect, but just ignore that. The game and workshop will work just as they should.

If that isn't possible, then you'd have to install all mods and assets locally, which is not ideal. It breaks the connection to the workshop, so you won't receive updates anymore, which means you'd have to manually check for and install updates regularly. Most props aren't available in game without mods. More Beautification adds a bunch of extra tabs, but the mod hasn't been updated for a while and has some issues, so I wouldn't recommend using it. Find It is a much better option for browsing and placing props.

What's your pagefile set to? Cities runs smoother when the pagefile is set to a large size from the start, so Windows doesn't have to adjust it all the time for the tiny amounts that each asset needs.

The error log doesn't seem to indicate a memory related crash, but it's hard to tell beyond that. We'd need the output log to see if it's something else.
