You need to start the server manually, it's one of the UI features.
They do _not_ show 10.0 boats, it's not reflective of 10.0. Wonder if I can have that sound recording to replay that :)
Ah that's something I missed. Very cool. I always thought it was odd for someone to sneak claims in different areas just to claim resources, like surface coal.
It also will also incentivize people to group as publics as well, as you need to form a town to get notably more claims. The gameplay will be vastly different as of it's current design.
The setting you talk about is in Difficulty.eco and called "PlayerExperiencePerSpecialtyExperience": 0.0.
Make sure to set it to really low numbers, like 0.0001 for starters, otherwise you might see flooding of stars, we don't support that setting and I don't know how it interacts nowadays.
Settlement feature is highly underrated. Will fundamentally change how servers handle governments. Very interested to see how authoritarian admins handle this
It will actually also fundamentally change how Eco is played, as you can only have claims at one area - your homestead - without getting claims from a different town and following their immigration policy or just trade with them.
We tolerate using of mods to reach the goal, but ask for such servers to be placed in the category "Strange Worlds", until we have adapted the master list to enforce that automatically:

Manipulating the save game in regards to its time or using any methods to halt the time are considered a ToS violation against server list integrity and may lead to the server that used them to be removed from the server list permanently.
