I understand you're experiencing freezes in R6S. Rest assured that this freezing issue is currently under investigation and our dev team is doing its best to resolve it as soon as they can. As soon as more information becomes available, it will be posted here.
In the meantime, other players have reported that disabling the Windows 11 Game Mode fixed this issue. To do so, go to Windows 11 Settings, search for Game Mode and disable it

I understand that your progress in Rainbow Six: Siege doesn't appear on your PC after your switch from PS4. This behaviour is working as intended, as R6S doesn't have cross-progress yet. This means that all progress (including levels and inventory) in the game made on one specific platform - PS4 in your case, will not appear on a different family of platform.
