The first thing to check is the direction of your taxiways. Make sure there are ways for planes to enter and exit all plane stands.

The next thing to check is if the map has plane connections, which you will likely have determined at least after getting the mods.

While City Attractiveness absolutely affects how many tourists will come to your city, you should see at least some traffic in your airport - even if tourists are just passing through.

And a note on mods like More Network Stuff and Unlimited Outside Connections: Editing the outside connections for a map can be fiddly business and in some cases end up breaking things more than fixing them. I recommend keeping this to a bare minimum. As long as the map has plane connections you do not need these mods to get a working airport. Whatever the cause of no planes arriving it is likely elsewhere.

Just wanted to pop in to say I tried unlocking the achievement on my other account and got stuck in the same situation as you. I did pretty much the same as the first time, but this time around no achievement. Thanks for the reports! I'll pass on the info so we can investigate this further.

Yes, I'm using custom workshop assets!

My best guess would be one or more of the growable residential buildings is much bigger than it should. When it spawns completely you should be able to see the building and hopefully be able to narrow down which one it is, so you can unsubscribe and ... Read more

Did you select "New Scenario" between each time as well? Any mods running which might affect things? If so try adding the launch options -noWorkshop and -disableMods to Steam.

Last thing I can think of would be that Steam needs to be in online mode and the overlay enabled.

Are you using any custom workshop assets? It sounds like a building which scale is off making it bigger than it should be.

Do the maps from the Map Pack show up on the list at all when you go to start a new city? They should still be on the list if the game doesn't recognize the DLC as owned, they will just be at the bottom and greyed out.

I used placing a service building as a win condition, and having a population below 5 as losing condition. I also used a save and not an empty map, and the save was created using no mods. (just a tiny city)

Creating a new one each time successfully triggered the achievement for me, though just to be safe I also had the launch options -noWorkshop and -disableMods in place in Steam.

Did you select "New Scenario" between saving each time? Or did you make some changes to the one you had open and saved it as a new scenario?

This happens in the unmodded game too (so no need to go hunting for a mod as the cause). It's a minor issue, values are stored and restored correctly despite the error, but we are aware of it. :)

Does this also happen without mods? You can easily disable all mods using the -noWorkshop and -disableMods launch options.

How To Set Launch Options
  • Right-click on the game title under the Library in Steam and select Properties.
  • Enter the launch options you wish to apply in the box (be sure to separate each code with a space). Should look like this:
    -noWorkshop -disableMods
  • Close the game's Properties window and launch the game.

The Loading Screen Mod also has an option to attempt to recover from a simulation error. To use it go into Options before loading your save, select the Loading Screen Mod on the list on the left, find its Safe Mode options, and enabled all 3. Then try loading your save.

Very likely a mod interferring. Do you have any tree anarchy mods installed which might affect tree placement?

Note that with Extra Landscaping Tools you might be placing several trees on top of each other. This can happen when the strength is all the way at 1.

And completely unrelated to the trees, Plop the Growables is outdated and not needed with Ploppable RICO Revisited, so best to remove it. Just make sure the growable options are enabled for Ploppable RICO Revisited.
