If you keep having to reinstall the Paradox Launcher to start the game, I recommend you set up this temporary bypass:

If you haven't already please check your mods against the list of broken mods, both the first tab and especially the tab named P&P DLC Patch. That error is likely from a mod that isn't updated for the current version of the game.

Is this also the case if you add the launch options -noWorkshop and -disableMods and start a new city as a test?

How To Set Launch Options

• Right-click on the game title under the Library in Steam and select Properties.
  
• Enter the launch options you wish to apply in the box (be sure to separate each code with a space). Should look like this:
  -noWorkshop -disableMods
• Close the game's Properties window and launch the game.

We are aware of this issue and looking into a failsafe in case Steam Cloud is full

Make sure to unsubscribe, not just disable the old 81 tiles. And make sure to enable the new one.

Also, I recommend checking all your mods against the list of broken mods, both the first tab and especially the tab named P&P DLC Patch.

With mods, but no major conflicts and no conflicts pertaining to intercity bus that I can see in compatibility report... Workshop map, but one that YUMBL used and intercity buses worked fine for him.

If a map doesn't have any plane connections, I'm afraid you won't see any planes from outside connections. You might be able to set up two airports and have planes travel between them if that is a faster route than other transport options, but that would be it.

If you use Building Variations that mod is currently broken and causes buildings to become invisible. I also recommend you check your mods against the list of broken mods, both the first tab and especially the tab named P&P DLC Patch.

This is how props and trees work, they can't be placed on top of roads. If you used to do that, then you likely used one of the Prop Anarchy mods. Check your mods against the list of broken mods, both the first tab and especially the tab named P&P DLC Patch, to see which ones are broken and get links to replacements.

This thread is over a year old and we've had two major patches since then. Even if the issue is similar, the cause and solution might be entirely different.

Does this also happen if you disable Building Themes? Just as a test, make sure to not save or overwrite your save as disabling the mod will affect all the parts of the city using the mod to control what spawns. The test is just to determine if the mod is causing the despawning of WTW buildings.

Did you get your save to load again?
