You can also roll back to 3.8.2. Right click Stellaris -> Properties -> betas tab and choose 3.8.2 from the dropdown. This should get you through until your mods are updated.

There are several things you can try to fix this issue, try each of these steps in order, and attempt to load the game after each one:
1. Disable all mods
2. Verify Local Files (Steam) - Right Click Stellaris, Right Click Properties, Go to Local Files and click "Verify Integrity of Game Files"
3. In the launcher, go to Settings, and change your Video Settings to Borderless Fullscreen or Windowed mode
4. (In Windows) Go to Settings, Add/Remove Programs, and Uninstall Paradox Launcher v2.

After relaunching the game, let the launcher download updates, and restart the game again.
If none of these things work, go to support.paradoxplaza.com and open a ticket. Customer Support will be able to help you troubleshoot this issue!

I tried this, changing the value to 10. When I tried loading my last save game, Stellaris crashed. I tried starting a new game, and it crashed as well. When I validated the files, there was one file that failed validation, and I'm assuming it was the defines....

Using borderless fullscreen or windowed game mode will resolve some of this (go to game settings in the launcher), as will disabling mods. The rest will likely be fixed by updating your video card drivers.

Concepts are only used on the galaxy setup screen for now. They will be gradually rolled out over the next few patches.

I would but my game won't start since the last update. So I'm playing Distant Worlds 2 again, as usual.
Disable your mods, and update your video card drivers. This resolves about 95% of crashing on launch issues.

The launcher can indeed handle custom install paths. It sounds like your launcher install has been corrupted. (In Windows) Go to Add/Remove Programs, and uninstall Paradox Launcher V2. Then try to relaunch the game via Steam, it will automatically redownload and install the launcher again.

Do you mean Steam keeps cycling into update? Tuesday is Steam Maintenance day, its likely whatever regional server you're connected to is rebooting/upgrading/under some sort of maintenance. If you wait a few minutes, reboot Steam, it will likely complete the update cycle then.
