By disabling your mods and redownloading, it sounds like you've covered most of the troubleshooting bases. I'd head to support.paradoxplaza.com and open a ticket. Customer Support will be able to help you with this issue!

This sounds like you might've had a corrupted download from Steam, or have extra files in your /Stellaris/ folder.

This is our standard "something is broken" fix; since you don't have any mods, skip to step 2. :)

After each of these steps, reload the game and see if the issue persists (you may need to start a new game for some issues):
1. Disable all your mods, and ensure you're using a mod playlist with no mods enabled.
2. Verify your game files: (in Steam) Right-click Stellaris, Properties, Local Files, Verify Game Files
3. Manually delete /Stellaris/ and redownload: (in Steam) Right Click Stellaris, Local Files, and click Browse. Delete the contents of the /Stellaris/ folder that opens (do *not* delete the /Stellaris/ folder in /Documents/, as it contains your save files and custom empires). Then repeat Step 1.

You can try uninstalling Paradox Launcher V2, and then starting the game via Steam, which will redownload the launcher.

In the launcher itself, in Settings, Video, set your Video settings to borderless fullscreen or windowed, this sometimes also fixes this issue.

If neither of these things work, go to support.paradoxplaza.com and open a ticket. Customer Support will be glad to help you out with this!

ai_ship_data controls how many of the ships the AI wants to build, not how many ships the player can build.

Yes, ruler names have changed. If you edit this species, you will be able to rename the ruler, and then save and use the empire! :D

We have received many reports about the DLC corruption issue, and we're confident that this is is false positive in the launcher, and that the DLCs still works in-game. If you've got a save that you could previously load, that you cannot load on the live version of 3.6:

Right click Stellaris, Properties, Local files, Verify Local files.

If the issue persists after verifying your game files, please fill out a bug report here: https://forum.paradoxplaza.com/forum/forums/stellaris-bug-reports.941/

If you're experiencing issues with the game crashing on startup after the update, please first disable all your mods, then go back, and ensure you've disabled all your mods, and that you're loading the correct playlist.

This is purely a visual bug, and the DLCs should still work in-game. If you've got a save that you could previously load, that you cannot load on the live version of 3.6:

Right click Stellaris, Properties, Local files, Verify Local files.

The updates are tested extensively before launch. However, the patch notes also expressly say that save file compatibility is not guaranteed, and to roll back if you want to continue an in-progress save.

If you're trying to finish an in-progress save from 3.4.5 on 3.5.1, your best bet is to roll back to the 3.4.5 rollback branch. Right Click Stellaris -> Properties -> Betas tab and choose "3.4.5 Rollback" from the dropdown menu. After you're done with that save, change the dropdown back to None to start a new game on 3.5.1.
