It sounds like your launcher install has been corrupted. (In Windows) Go to Add/Remove Programs, and uninstall Paradox Launcher V2. Then try to relaunch the game via Steam, it will automatically redownload and install the launcher again.

Tuesday is Steam Maintenance day, its likely whatever regional server you're connected to is rebooting/upgrading/under some sort of maintenance. If you wait a few minutes, reboot Steam, it will likely complete the update cycle then.
Can't open the launcher because it just keeps auto-cycling into Update.
