From what i see it could be affecting console users primarily. My brother plays on PC and doesn't have this problem, while its a daily issue for me (ps4). Hard to farm missions with matchmaking when the loot keeps changing if i join another player's game, so I'm restricted to solo farming for now.
I've also DMed u/ChrisGansler about this with video proof (apologies Chris if you're not the right person) and it's been mentioned by other players on the ubi forums as well, so hopefully someone looks at it soon.
On the plus side, since loot changes when i join someone's game and persists when i go back to my own session, sometimes it becomes advantageous, like Alps changing to zone instead of mission. Silver linings i suppose.
We are investigating this. Targeted Loot should always be the same for all players.
I would do that, but i cant because support is limited to Livechat right now.

I appreciate that fully but i can assure you that anything that blocks progression for players is a top priority.
There are several factors at play here.
First we need to identify where these occur and under what circumstances. Secondly we need to be able to reproduce it, which in these cases is not always simple as they are somewhat irregular and the doors work as intended the majority of the time.
Once we had located it and reproduced it, a fix is then made, integrated and deployed.
Due to the number of these issues found, it is an ongoing process to find and eliminate them one by one.
Don't read this as i'm diminishing these bugs by any stretch. They are frustrating to encounter (been there myself multiple times) and the fact that they are common is a problem in itself. I simply wanted to provide some "behind-the-scenes" insight into how they are identified and fixed as well why there are still a number of them present in the game.
