The Terms of Service exclusively handle those cases. If they determined that the ban should remain in place, I'm afraid that means the account will stay banned.

The Terms of Service team review the account when an appeal goes in to see if the rules were broken or if there's been some sort of a mix up with the ban. It sounds like they've looked into this a few times for you already going by what you've shared, and each time confirmed the ban is remaining in place.
Ultimately, there are only so many times the same information can be reviewed while hoping for a different outcome, however so there is a limit on the amount of appeals that can be sent in for the same ban review, and if the appeals aren't getting any more responses it'd suggest you've re...

Generally when the support team share they can't proceed with the claim it's because the proof of purchase didn't meet the criteria or wasn't legitimate.
