The implementation wasn't particularly good. We may add them back in, in some capacity, at some point, but it will need some reworking. What we cooked up wasn't good enough.

To actually answer your questions, OP, the barrel armor was something the art director slapped together in an hour and put in as a joke. They don't think it's good enough to be an actual armor set, which is why it's not in the game. But it's been seven years and people still can't let it go.

The mutator that reduces light was deemed unfit because light management is too important for gameplay to be modified like that. It's also one of the reasons why flare upgrades were removed - they wanted a baseline of how flares perform.

They are rare - they are meant to shake up a single mission, in an unplanned manner. A rare bonus. They are not meant to substantially alter the meta.

This is what I like to see. We have specifically asked for feedback, and are reading all of it - and will continue to do so, as long as you keep it constructive.

What I do not like to see is Miners turning on each other. I'd hate to see a schism form between you good dwarves. From my impartial view "outside" the discussion, I feel like I am seeing more posts pointing out how unreasonable the other side is being, than I am seing instances of either side being unreasonable. And I am seeing both sides do this.

This is why they are rare. They are not meant to be a huge gamechanger or to be planned around. They are meant to be a nice bonus for that particular mission you find them in.

There is not presently going to be new terrain just to accomodate the boots - they are meant to be used in the standard terrain they are found in.
