Sorry that you are running into this issue when playing the game. Something you can try looking at in-game is going to Options/Cogwheel -> Input -> Edit Device. From there, you might be able to mess around with various settings to see if anything fixes it. If you aren't able to access those options because of this issue, you may have to disconnect any extra peripherals like the steering wheel, etc to see what could be causing this to happen.

This tattoo actually appears on the back of the head, so if you try using a shaven head where you can easily see the back of the head/neck, you should see the tattoo then.
