How much of an ammo capacity increase do you feel is necessary? How does getting down to your last shots in an intense firefight and scraping by with some clean shots from a pistol feel? Especially if it happens frequently.

Game difficulty is always an individual thing. 'Easy' and 'Hard' can't be quantified by anyone other than UBI.
Calls from posters of 'it's too difficult' is no different than 'it's too easy'. It's more complex than that of course, but it's the way it works.
What aspects of the game, other than just enemy numbers (health, damage, accuracy, etc.) might make meaningful impacts on game difficulty?
